    The EU is a sui generis policy-making system. Its uniqueness lies, among others, in the fact that the policy process is continuous, taking place almost on a day-to-day basis, in a multi-level and multi-faceted, complex and fluid institutional and political environment.

    Understanding this complex institutional and political environment requires an in-depth knowledge of the organization and functioning of the EU’s political system, as well as the familiarization of students with the actual way it works. To this end, this course analyzes the EU policy process a) in all stages of the policy cycle (formulation, implementation, evaluation, feedback), b) in all levels of governance constituting the European Administrative Space (supranational, national and local) c) taking into account all actors involved (private/public, national/international). This detailed approach seeks to identify the linkages and feedback between all levels and stakeholders with a specific focus on the formal and informal relations and processes and the modern administration methods widely applied on the EU system. The emphasis lies on the way national administrations are organized in order to manage EU policies in all stages of the policy cycle, adjustment problems and the interaction of various administrative traditions.
